Requires any policies, procedures, rules, or regulations for issuing permits for parades or temporary public space use to be reviewed and approved by the governing body (county, city, town, or village) with jurisdiction over the affected property.

Prohibits new policies or procedures for parade and public space use permits from becoming effective until approved by the applicable local governing body.

Applies to both adopted/implemented policies and newly proposed policies by any department or agency.

Takes effect 180 days after becoming law.
