Prohibits discharge of any radiological substance into the Hudson River in connection with decommissioning of nuclear power plants, subject to federal preemption limitations.

Establishes civil penalties for violations: $37,500 for the first day, $75,000 for the second day, and $150,000 per day for subsequent violations, with each day treated as a separate violation.

Authorizes the New York Attorney General to enforce the prohibition and recover penalties through civil action.

Finds that radiological discharges during decommissioning harm local real estate values and economic development without offsetting economic benefits from plant operation.

Takes effect immediately upon enactment.
