Amends Transportation Law Section 14 to require the Department of Transportation to establish a publicly available central registry of all reports, audits, plans, and public inspections related to freight rail operators, freight rail cars, train sets, freight lines, routes, and railroad corporation rights of way.

Registry must include daily inspection reports, safety plans, track inspection reports, bridge and tunnel inspection reports, safety incident reports, and annual bridge and tunnel certifications by railroad corporations.

Commissioner or designee shall maintain and regularly update the registry, with authority to redact records exempted from disclosure by state or federal statute or regulation.

Act takes effect 180 days after becoming law, with authority granted to adopt necessary rules and regulations for implementation.
