Amends Transportation Law Section 14 by adding a new subdivision 37 requiring the Department of Transportation to conduct follow-up inspections of freight rail trains and tracks inspected by the federal railroad administration that identify safety-related deficiencies or violations.

Extends the Department's inspection authority to freight rail trains where safety-related deficiencies or violations were reported by regulators in neighboring states on routes that will subsequently travel through New York.

Takes effect 30 days after becoming law, with an automatic repeal provision if any federal agency determines the act would render New York ineligible for federal funds or if a court finds it violates federal law or regulation.

Authorizes the Commissioner of Transportation to adopt necessary rules and regulations for implementation effective immediately upon the law's effective date.
