Governor must designate "covered agencies" (executive branch agencies providing high-impact resident-facing services) within 90 days of the law's effective date, with authority to update the list anytime.

Each covered agency must solicit voluntary resident experience feedback within one year of designation, using standardized questions addressing satisfaction, task accomplishment, respect/professionalism, timeliness, and any additional agency-determined metrics.

Feedback collection must be anonymous, voluntary, limited to one solicitation per interaction, accessible to individuals with disabilities, and conducted across all service platforms where practicable.

Covered agencies must submit biannual reports to the governor and legislature analyzing collected feedback, describing how it was used, assessing outcome improvements, and recommending systems/process improvements.

Residents who decline to participate in feedback solicitation cannot be treated differently in service provision, and existing agency data governance policies remain in effect.
