Establishes an 11-member freight rail safety task force chaired by the Commissioner of Transportation, with members appointed by legislative leaders and the governor

Task force shall review freight rail safety in New York and make policy and budgetary recommendations, including holding at least one public hearing to solicit public comment

Task force to examine enhanced coordination between federal, state, and local regulators; develop uniform safety training programs; and review federal preemption of state freight rail safety regulations

Task force shall issue findings and recommendations to the governor and legislative leaders no later than one year after the act's effective date

Act takes effect immediately and expires two years after enactment
