Prohibits any facility for motorized aircraft, including heliports, within Hudson River Park boundaries by removing the exception that previously allowed a non-tourism/non-recreation heliport for commercial and emergency transportation use.

Eliminates the definition of heliport as a permitted "park/commercial use," effectively banning all heliport operations in the park.

Removes provisions that allowed development, operation, and maintenance of a non-tourism/non-recreational heliport located between West 29th and West 32nd streets with specific structural requirements.

Extends the deadline for interim commercial recreational use along the upland park area between 29th and 34th streets from July 1, 2024 to July 1, 2028.

Takes effect 90 days after becoming law, with the Hudson River Park Trust authorized to make regulations necessary for implementation immediately upon enactment.
