Establishes maximum lead limits for retail spices varying by type: 0.60 ppm for fruit and berry spices, 1.5 ppm for root and rhizome spices, 2 ppm for bark spices, 1 ppm for bud/leaf/flower pistil spices, and 0.9 ppm for seed and aril spices.

Prohibits retailers from offering any spice for retail sale that exceeds these maximum lead limits.

Authorizes the Department of Agriculture and Markets to recall spices exceeding the established lead limits.

Empowers the Attorney General to seek injunctions and impose civil penalties of up to $500 per violation, with each retail sale of contaminated spice constituting a separate violation.

Provides that federal lead limits for spices will supersede these state limits if adopted, and preempts conflicting local laws and department regulations while allowing municipalities to enforce food safety inspections.

Takes effect one year after becoming law.
