Grants Christine Fernandez retroactive membership in the New York State and Local Employees' Retirement System with Tier IV status, effective September 1984 when she began part-time employment at the Voorheesville Public Library.

Fernandez was not offered retirement system membership when first hired in 1984 and later joined as Tier VI when hired by the New York State Police in April 2020; this act changes her status to Tier IV.

Requires Fernandez to file an application with the retirement system within one year of the act's effective date to receive the retroactive membership benefit.

Voorheesville Public Library must pay the one-time past service cost of approximately $21,800, with State of New York bearing future annual contribution increases estimated at $8,800 in fiscal year 2023-2024.

No refund of employee contributions already made by Fernandez to the retirement system will be granted.
