Redirects fines and penalties collected under environmental conservation laws from the general fund to a new "conservation enforcement account" within the conservation fund.

Establishes the conservation enforcement account in the state finance law to receive revenues from environmental violations and makes those funds available to the Department of Environmental Conservation for enforcement activities, including scientists, law enforcement officers, attorneys, and administrative support.

Increases numerous civil and criminal penalties throughout the Environmental Conservation Law by 50%, including penalties for violations related to forests, water resources, air quality, hazardous waste, and solid waste management.

Updates mandatory surcharge amounts for environmental crimes, increasing amounts from $75 to $112.50 and percentages from 6% to 9% for certain violations.

Specifies that supplemental enforcement funding from the conservation enforcement account shall not supplant existing appropriated enforcement funding as of the bill's effective date.
