Renames the "Developmental Disabilities Planning Council" to the "State Council on Developmental Disabilities"

Requires council members to be geographically representative and reflect the diversity of New York State

Establishes a two consecutive three-year term limit, after which members must wait at least three years before reappointment

Changes membership composition to require one-third of the 60 percent representation from individuals with developmental disabilities, one-third from parents/guardians/relatives, and one-third from a combination of both groups

Specifies that designees to the council from state agencies must have sufficient authority to engage in policy planning and implementation on behalf of their respective entities
