Amends Environmental Conservation Law by adding Title 35 to establish rainwater harvesting standards and requirements in New York State.

Limits rainwater harvesting to rooftop runoff and requires storage capacity to capture at least 0.2 inches of rainfall from contributing rooftops with identified reuse areas.

Establishes design standards for conveyance systems (gutters and downspouts), pretreatment filters, mosquito screening with one millimeter mesh, and watertight storage tanks composed of water-safe, non-toxic materials.

Prohibits rainwater harvesting from tar and gravel, asbestos shingle, and treated cedar shake roofs, and from roofs with lead-containing metal flashing.

Requires vegetation stabilization in overflow conveyance and application areas before diverting stormwater to the harvesting system, and authorizes the commissioner to promulgate implementing regulations; takes effect 90 days after enactment.
