Establishes an office of the youth public advocate within the mayor's executive office, headed by a director appointed by the mayor.

Directs the office to establish, operate, and maintain youth-related services and programs including after school programs, jobs, literacy programs, and youth internships.

Authorizes the director to receive complaints concerning city and school services related to youth programs, and to coordinate multi-agency youth services.

Requires the director to provide policy recommendations to the mayor, city agencies, and city council on youth employment, internships, education opportunities, and high school admission, retention, and graduation rates.

Mandates all city agencies cooperate with the office and provide requested information, except where disclosure would violate privacy laws or interfere with law enforcement investigations.
