Extends the expiration date of property/casualty insurance availability act provisions from June 30, 2023 to June 30, 2026.

Maintains prior approval requirements for motor vehicle insurance rates through June 30, 2026, and continues excess profit refund/credit obligations for insurers.

Extends the New York property insurance underwriting association's authority to offer broad form coverage for real property and tangible personal property until June 30, 2028.

Requires the superintendent to report to the governor and legislature by January 1, 2028 on the number of broad form policies issued and recommendations regarding continuation of such offerings.

Takes effect immediately upon enactment.
