Establishes a 6-month moratorium on installation of synthetic turf products containing crumb rubber (ground rubber derived from waste tires) effective immediately upon enactment.

Requires the Department of Environmental Conservation, in cooperation with the Department of Health, to conduct a comprehensive study examining environmental and health risks of synthetic turf within 6 months, including exposure routes such as inhalation, leaching, and dermal absorption.

Mandates the Commissioner of Environmental Conservation to solicit input from specialists and stakeholders, prepare findings and recommendations for appropriate uses of synthetic turf, and conduct a public outreach program regarding safe alternatives.

Amends Environmental Conservation Law to require site-specific environmental impact statements for any action installing synthetic turf, with assessment of public health risks from exposure and inhalation, as well as chemical migration into air, water, and soil.

Sections establishing the moratorium and study automatically repeal 6 months after enactment or upon filing of the required departmental report, whichever is later.
