Expands eligibility for New York birth certificates to include foreign-born persons adopted over age eighteen, not just children.

Allows petitioners to submit attorney-certified copies of foreign birth certificates, adoption decrees, and certified translations instead of requiring original documents from foreign jurisdictions.

Permits birth certificate issuance if either the adoptive parent was a New York resident at adoption or the adoptee was lawfully adopted within New York State.

Makes the revised provisions retroactive, allowing previously adopted persons to obtain birth certificates under the new rules upon application.

Takes effect thirty days after becoming law.
