Adds new category of individuals eligible for free fishing, hunting, and trapping licenses: residents who participated in World Trade Center rescue, recovery, or cleanup operations and suffered a permanent disability as defined in the executive law.

Defines participation in World Trade Center operations according to section 161 of the workers' compensation law and permanent disability according to subdivision 21 of section 292 of the executive law.

Requires eligible individuals to demonstrate their participation and disability status to the department in a manner acceptable to the department.

Maintains existing free and discounted license provisions for Native American tribal members, active military personnel, organized militia members, blind residents, and seniors age 70 and older.

Takes effect September 1, 2024.
