Establishes Article 15-A of Agriculture and Markets Law requiring all parties whose activities may impact pollinators to use best management practices consistent with the New York State Pollinator Protection Plan.

Mandates development of communication protocols between beekeepers, farmers, growers, and pesticide applicators to share information about pollinator protection.

Requires the Department of Agriculture and Markets to develop best management practices by January 1, 2024 for minimizing airborne insecticide dust from treated seeds, including methods for seed dispensing, vacuum system positioning, vegetation mowing timing, weather conditions, and seed lubricant use.

Requires best management practices to be publicly available on the Department's website within 30 days of adoption and reviewed and updated at least every five years to incorporate new research and strategies.

Authorizes the Commissioner of Agriculture and Markets to adopt rules and regulations necessary to implement the pollinator protection requirements.
