Establishes a statewide, toll-free hotline operated by the Office of Children and Family Services to receive reports of reportable incidents 24 hours per day, 7 days per week, accepting anonymous calls.

Requires the hotline to immediately transmit received allegations to appropriate state agencies, local social services offices, law enforcement, and emergency responders when allegations involve criminal offenses or immediate threats to health and safety.

Authorizes the commissioner to promulgate rules and regulations governing hotline implementation, including procedures for timely referrals to state agencies with investigative authority.

Requires public education campaigns about elder abuse to include information about the statewide hotline, signs and symptoms of abuse, prevention resources, and contact information for victim services.

Takes effect 120 days after becoming law.
