Enacts the "NY Plastic Free Act" to prohibit any person, firm, partnership, association, limited liability company, or corporation from selling, offering for sale, or providing single-use plastic products in New York State.

Defines single-use plastic products to include plastic bags, cling film food packaging, non-recyclable plastic bottles, plastic straws, plates, containers, cups, lids, stirrers, cutlery, packaging rings, styrofoam plates and containers, and any other products determined by the department.

Exempts plastic straws purchased for persons with medical conditions requiring them, single-use plastic bags used for garbage collection, and single-use plastic medical equipment from the prohibition.

Grants the Department of Environmental Conservation authority to determine additional single-use plastic products to include under the definition.

Takes effect on the sixtieth day after enactment into law.
