Allows incarcerated individuals in state or local correctional facilities to vote, considering them residents of their pre-incarceration county, city, town, and/or village for voting purposes.

Repeals provisions of election law that disqualified individuals convicted of felonies from voting and removes felony conviction as grounds for voter registration cancellation.

Prohibits cancellation of voter registrations while an individual is incarcerated in a state or local correctional facility.

Requires the Department of Corrections and Community Supervision to collaborate with state and county boards of election to establish a program providing incarcerated individuals with voter registration assistance and voting access, including absentee ballots.

Takes effect 90 days after enactment, with rules and regulations to be completed by that effective date.
