Amends Executive Law Section 243 to codify the Division of Criminal Justice Services' authority to oversee probation pretrial monitoring and supervision of defendants prior to sentence

Expands the office's regulatory authority to include "monitoring, supervision and investigation" of defendants prior to sentence and children prior to adjudication

Maintains existing probation office oversight powers including access to records, ability to issue subpoenas, administer oaths, and recommend removal of probation officers

Takes effect immediately upon enactment
