Amends Civil Service Law to require state and national criminal history record checks for police officer transfer candidates, making them subject to background check requirements.

Exempts current employees and most applicants considered through transfers or preferred lists from background check requirements, except for police officers as defined in Criminal Procedure Law section 1.20.

Authorizes submission of applicant fingerprints to the Division of Criminal Justice Services and the Federal Bureau of Investigation to obtain criminal history records.

Requires the Civil Service Department and municipal commissions to provide adequate notice to applicants about background check procedures.

Takes effect immediately upon enactment.
