Defines "supplemental labeling" as required information supplied to end users of agricultural and vegetable seeds sold in commercial quantities, including instructions and warnings to protect health, public safety, and environmental quality including water quality and off-target organisms.

Allows supplemental labeling to take forms other than labels attached to seed containers, including package inserts, information sheets, information displays, or other methods approved by the commissioner.

Expands warning requirements for seeds treated with harmful substances to include warnings about potential environmental impacts and effects on off-target organisms, not just human and vertebrate health.

Permits warnings to be incorporated into seed packaging or supplied as supplemental labels.

Requires sellers to maintain records of supplemental labels supplied for treated seeds for three years.
