Authorizes the Town of Southampton to discontinue and alienate 1.6 acres of parkland in the Incorporated Village of Southampton for installation of an algae skimmer to remove blue-green algae from Lake Agawam.

Requires the Town of Southampton to dedicate 5.6205 acres of new parkland (Lot No. 4 from the FHW Limited Partnership subdivision map) prior to alienating the existing parkland, provided the land has never been used for public open space or park purposes.

If the fair market value of the newly dedicated parkland is less than the alienated parkland, the Town must dedicate the difference in value toward acquisition of additional parklands and/or capital improvements to existing park and recreational facilities.

Requires the Town to comply with all federal requirements pertaining to parkland alienation or conversion if the original parkland received any federal funding for purchase, maintenance, or improvement, including obtaining Secretary of the Interior approval that replacement lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
