Authorizes SUNY Buffalo State University trustees to lease Buckham Hall building and surrounding land (approximately 4.74 acres total) to Buckham Development Corporation without public bidding for up to 37 years, with the property reverting to SUNY upon lease expiration or cessation of use.

Enables Buffalo City School District to relocate Leonardo da Vinci High School to the leased SUNY campus property, serving approximately 400 grades 9-12 students with college-level courses and campus-based educational experiences.

Requires Buffalo City School District to develop a comprehensive project plan including total cost estimates, design and rehabilitation costs, and proof of sufficient reserves before proceeding with renovation and equipping of Buckham Hall.

Amends Education Law Section 3602 to calculate building aid for the Leonardo da Vinci High School renovation project based on an enrollment of 420 students rather than actual enrollment numbers.

Requires lease agreement to include indemnification provisions protecting SUNY from liability, comply with state contract requirements, and prohibits displacement of current state workers or impairment of existing collective bargaining agreements.
