Expands disclosure of clinical records from the Office for People with Developmental Disabilities to correctional facilities from four weeks to nine months before an incarcerated individual's release.

Allows disclosure of clinical records when a person receiving or eligible for services from the Office for People with Developmental Disabilities enters or will enter correctional custody, to the extent necessary to facilitate continuity of services.

Permits disclosure of clinical records to public health authorities as defined in federal regulations (45 CFR 164.501) for disease, injury, or disability prevention and control, or for preventing or controlling public health emergencies.

Limits released information to summaries including referral basis, admission and discharge diagnoses, current mental condition, current treatment and medication, and recommendations for future mental hygiene services.

Requires the Office of Mental Health and Office for People with Developmental Disabilities, in consultation with the Commission of Correction and Department of Corrections and Community Supervision, to promulgate implementing rules and regulations.
