Extends the commercial food fish license period from ending December 31, 2023 through December 31, 2026, maintaining the same annual license limits established in 2018.

Adds license limit provisions for years 2024, 2025, and 2026 for commercial food fish, crab, and whelk or conch licenses, keeping the same caps as previous years.

Extends eligibility periods for commercial lobster permits, crab permits, and whelk or conch licenses from ending December 31, 2023 through December 31, 2026, allowing previous permit holders to renew and new applicants to apply within established limits.

Extends the annual cap on marine and coastal district party and charter boat licenses from 2023-2024 through 2023-2026 at 517 licenses per year, maintaining renewal eligibility for previous holders and application windows for new applicants.

Updates the effective date provision to align with section 53 of part PP of chapter 56 of the laws of 2022 regarding amendments to income eligibility requirements for commercial food fish licenses.
