Requires the Justice Center to provide a summary of any substantiated final findings of category two conduct to facilities, provider agencies, and other providers of services licensed or certified by state oversight agencies during criminal history background checks for prospective employees or volunteers.

Expands notification requirements to include summaries of category two conduct findings for current employees or volunteers when the substantiated conduct occurred at a different facility or provider agency.

Defines "final finding of category two conduct" as a substantiated finding under Social Services Law section 493 where all relevant hearings and appeals have been exhausted and the finding has not been sealed under Social Services Law sections 493 or 494.

Requires the Justice Center to simultaneously provide the category two conduct summary to both the authorized person at the facility and directly to the prospective, current, or volunteer employee at their listed address.

Establishes that summary reports received by providers remain subject to existing confidentiality provisions under Executive Law section 845-b, subdivision seven.
