Authorizes payment of back salaries to 15 supreme court and appellate division justices who were denied certification in September 2020 but resumed service in June 2021, covering the period from January 1, 2021 to June 14, 2021

Requires deduction of any outside earnings justices received during that period from the compensation payment, so total wages do not exceed what they would have earned as state judicial salary

Authorizes payment to the New York State and Local Employees' Retirement System for pension contributions that would have been made during the 5.5-month gap, allowing justices to receive pension credit for that period

Directs the retirement system to reinstate the 15 justices retroactively (nunc pro tunc) and adjust their seniority and credit accordingly

Authorizes the comptroller to waive interest payments owed by justices who collected pension benefits during the gap period and must now repay them
