Increases minimum population requirement for village incorporation from 500 to 2,000 regular inhabitants.

Changes petition signature requirement from allowing either residents (20%) OR property owners (50% valuation) to requiring signatures from at least 20 percent of residents qualified to vote for town officers.

Eliminates the property owner-based petition pathway, which previously required signatures from owners of more than 50 percent of assessed property valuation.

Requires a fiscal study examining the fiscal, service, and taxation impacts on both the proposed village and the town before any incorporation election can proceed.

Mandates the Department of State to publicly post all fiscal studies on its website for a minimum of 90 days before village incorporation approval becomes effective.
