Amends Environmental Conservation Law Section 17-1016 to broaden the definition of "shell color" and "roof color" for petroleum bulk storage tanks from specific colors (white or beige/cream) to any coating that reduces volatile emissions.

Redefines "shell color" as any coating on tank sides that reduces volatile emissions, and "roof color" as any coating on tank roof that reduces volatile emissions, rather than requiring specific paint colors.

Allows the Department of Environmental Conservation to determine which coatings meet the standard for reducing volatile emissions, providing regulatory flexibility.

Clarifies that tank coloring requirements apply to all above-ground tanks at a facility, including inactive tanks, unless the department determines a tank is sufficiently protected against volatilization.

Effective date is January 1, 2025, or on the same date that the underlying 2021 law takes effect, whichever is later.
