Authorizes the Richmond County assessor to accept a retroactive real property tax exemption application from Silver Lake Foundation Inc. for the 2022-2023 assessment roll and 2023 general taxes.

Applies to property located at 203 Port Richmond Avenue, Staten Island (tax map section 5, block 1024, lot 3), and allows the application to be reviewed as if filed by the taxable status date.

Requires the assessor to grant exemption if satisfied the organization would otherwise qualify, subject to approval by the New York City Council.

Permits the applicable governing body or tax department to refund any taxes already paid and cancel unpaid taxes, fines, penalties, liens, or interest at its sole discretion.

Takes effect immediately upon enactment.
