Creates a new penal law offense of "obstructing a police officer" as a class E felony.

Defines the offense as intentionally interfering with, inhibiting, or attempting to interfere with a police officer or peace officer from performing their official duties.

Includes specific prohibited actions: spitting, throwing, or spilling items or liquid at or on an officer; and pushing, shoving, kicking, physically impeding, or otherwise subjecting an officer to physical contact.

Takes effect thirty days after becoming law.
