Removes references to ammunition and ammunition sales from the national instant criminal background check system requirements under Executive Law Section 228.

Repeals Penal Law Section 400.02 subdivision 2, which previously required background checks for ammunition purchases.

Eliminates the statewide firearms license and records database requirement to track ammunition sales under Penal Law Section 400.03.

Specifies that costs for creating and maintaining the centralized background check bureau and databases shall be borne entirely by the state and not passed to consumers or retailers through new fees or taxes.

Repeals State Finance Law Section 99-pp (the background check fund) and repeals certain other provisions of Executive Law Section 228 relating to ammunition background checks, effective immediately.
