Allows the village board of trustees of Cayuga Heights (Tompkins County) to adopt a resolution permitting the village justice and/or associate justice to be a non-resident of the village, provided they reside within Tompkins County.

Amends the Public Officers Law to exempt Cayuga Heights from the standard residency requirement that municipal officers reside within their political subdivision.

Clarifies that the exemption applies only to Cayuga Heights and does not affect residency requirements for village justices in other villages.

Takes effect immediately upon enactment.
