Requires HIV testing notice be provided in multiple languages through oral, written, signage, electronic, or other accessible means rather than only oral advisement, and must include statement that testing is voluntary.

Expands pre-test information requirements to explain HIV transmission, available treatments, confidentiality protections, anti-discrimination laws, and adds new requirement to inform about pre- and post-exposure prophylaxis medications (PrEP and PEP).

Requires post-test counseling for negative test results to include information about high-risk behaviors and pre- and post-exposure prophylaxis medications available to prevent HIV infection.

Modifies post-test counseling for positive results to include information about PrEP and PEP medications available to sexual partners to prevent HIV infection.

Changes gender-specific language ("his or her") to gender-neutral language ("their") throughout the statute.
