Establishes "Bella's Law" requiring the Office of Children and Family Services to investigate individuals accused of or investigated for animal abuse crimes to determine if they have engaged in associated domestic or family violence.

Law enforcement agencies must notify and coordinate with the Office of Children and Family Services regarding animal abuse crime investigations and accusations, except where reporting would jeopardize ongoing investigations, compromise personal safety, or where the accused has no family members.

Defines "animal abuse crime" to include 14 enumerated offenses including animal fighting, torture, aggravated cruelty, abandonment, poisoning, sexual misconduct with animals, and harming service animals.

Requires a domestic incident report to be prepared in every instance of abuse or threatened abuse against a companion animal of another family member, even if no crime or offense is found.

Applies to all persons accused or investigated for animal abuse crimes on or after the law's effective date, with a severability clause preserving the law if any provision is found invalid.
