Establishes a 19-member Fiscal Cliff Task Force to study sudden decreases in public benefits that occur with small increases in earnings and make recommendations to reduce or eliminate such fiscal cliffs.

Task force membership includes appointments from legislative leaders, the governor, state social services district commissioners, and commissioners from health, taxation, labor, and other relevant state departments, with term ending December 31, 2026.

Task force shall study fiscal cliffs across public assistance programs including SNAP, HEAP, housing assistance, tax credits, Medicaid, child care subsidies, and other income-tied benefits, and examine causes including benefit allotments, asset limits, and minimum wage impacts.

Task force shall submit a preliminary report by January 1, 2026 and final report by September 1, 2026 with findings, conclusions, and legislative proposals to implement recommendations.

Task force automatically expires three years after the law takes effect, with the act taking effect immediately upon passage.
