Establishes a municipal group insurance technical assistance program administered by the workers' compensation board to help persons and municipalities access indemnity insurance and employee compensation for volunteer firefighters.

Program must provide a toll-free hotline, interactive website, and in-person, telephone, and email access to staff or volunteers based in New York State.

Program duties include investigating complaints from insured individuals or municipalities, assisting with insurance contracting and financing, helping with workers' compensation board appeals, and educating stakeholders about their rights and responsibilities.

Workers' compensation board chair must conduct a competitive request for proposal process limited to domestic not-for-profit corporations, with preference given to applicants with fire protection district advocacy experience, call center operations, or case tracking expertise.

Takes effect 120 days after becoming law.
