Establishes a New York native plant seed supply, development and enhancement program to be jointly created by the Department of Agriculture and Markets, Department of Environmental Conservation, and Department of Economic Development.

Aims to increase production of native plant seeds at state nurseries, expand use of native seeds in public land management and roadside landscaping, and ensure commercial availability at reasonable costs.

Requires commissioners to promulgate rules and regulations within one year of the effective date, including an initial list of eligible native plant species.

Authorizes program funding to establish state-managed growing operations or support private entities that increase the state's native plant seed supply.

Mandates that the state use native plant seeds whenever possible and practicable in public land management, reforestation, habitat restoration, and maintenance on state lands.
