Changes the method for calculating voting power of county committee members when election district boundaries have changed or new districts were created since the last gubernatorial election.

Replaces the previous calculation based on party enrollment or assembly election votes with a new formula using gubernatorial election vote in the district multiplied by the percentage of registered voters from the former election district contained in the new election district.

Applies this recalculated voting power method to both the number of committee members elected and their individual voting power in counties without additional members.

Excludes voters in inactive status from the voting power calculations.

Takes effect immediately upon enactment.
