Amends Town Law Section 80 to move biennial town elections from even-numbered years to odd-numbered years, effective November of odd-numbered years.

Modifies Village Law Section 17-1703-a to change village election schedules from even-numbered to odd-numbered years for towns operating principally as villages.

Repeals provisions in Municipal Home Rule Law Section 34 and County Law Section 400 that required counties (outside New York City) to hold elections for county officials in even-numbered years.

Repeals Chapter 741 of the Laws of 2023, which had previously moved these same elections to even-numbered years.

Takes effect on the same date and in the same manner as Chapter 741 of the Laws of 2023.
