Establishes a tiered eligibility program for Office for People with Developmental Disabilities services for individuals with learning disabilities and complex neurological impairments such as autism spectrum disorder and Asperger's Syndrome

Tier One provides up to six months of intensive service navigation to connect individuals to appropriate services and supports during crisis situations, with option to end early if no further service is needed

Tier Two provides an additional up to six months of continued intensive service navigation, assessment of adaptive behavior levels, and preparation for full Office eligibility determination

Commissioner of Developmental Disabilities must develop reimbursement methodology for intensive service navigation covering reasonable provider costs through standard reimbursement processes

Takes effect 180 days after enactment, with commissioner authorized to develop necessary rules and regulations immediately upon passage
