Establishes a precinct commander appointment board in each New York City police precinct, composed of eight members: community board chair, community council president, three police captains (appointed by commissioner), one borough president appointee, and two city council members representing the district.

Adds a ninth board member (chair of NYCHA Tenant Association) in areas where the New York City Housing Authority operates.

Requires board to select new precinct commanders by majority vote within 30 days of a vacancy, considering civil service examination results, time in current position, and other factors established by the board.

Mandates all candidates must have attained a minimum rank of sergeant at least one year prior to selection, with candidates nominated by either the commissioner or the board itself.

Takes effect 90 days after enactment; board members receive no additional compensation and may hold other public offices without conflict or forfeiture.
