Authorizes the director to make grants-in-aid to retired and senior volunteer programs for individuals age 55 and older to serve as volunteers in their communities, including meal preparation, child care, meal delivery, telephone reassurance, tutoring, homeless services, and school attendance notification.

Permits up to 10 percent of grant funds to be used for administrative purposes with office approval, with grants limited to 12 months or less and not used to substitute for federal allocations or match other state funds.

Authorizes the office to contract with one or more statewide organizations to establish a databank of individuals willing to volunteer for aging-focused programs and to establish or encourage training programs for volunteers and organizations.

Requires the office to establish guidelines for the databank covering data entry, confidentiality, screening, access, data correction, and other requirements in consultation with the advisory committee for the aging.

Effective immediately, except provisions regarding the databank and training programs take effect April 1 of the first year occurring at least one year after the act becomes law.
