Establishes that only defendants who were 18 years of age or older at the time of committing a crime may be sentenced to life imprisonment without parole.

Applies the 18-year-old minimum age requirement to sentences for murder in the first degree, terrorism with class A-I felony offenses, and chemical or biological weapons crimes.

Requires mandatory life imprisonment without parole for defendants 18 or older convicted of murder in the second degree or aggravated murder (first type).

Permits (but does not require) life imprisonment without parole for defendants 18 or older convicted of aggravated murder (second type).

Removes previous language allowing defendants under 18 to receive sentences with a maximum term of life imprisonment, replacing it with applicable indeterminate sentences under law.
