Amends Penal Law § 240.55 to expand "falsely reporting an incident in the second degree" to include false reports of deadly weapon or dangerous instrument use or possession by an individual.

Creates new Penal Law § 240.60-a establishing "falsely reporting an incident at a school or place of worship" as a class C felony for false reports of fire, explosion, or deadly weapons at schools or places of worship.

Creates new Penal Law § 490.22 establishing "making a terroristic threat in the first degree" as a class C felony when threatening to commit a specified offense at school grounds or a place of worship.

Classifies "falsely reporting an incident at a school or place of worship" and "making a terroristic threat in the first degree" as class C violent felony offenses under Penal Law § 70.02.

Takes effect 180 days after becoming law.
