Creates a body-worn camera program for Department of Environmental Conservation police officers to increase accountability and evidence, requiring officers to wear cameras at all times while on patrol.

Mandates cameras record uses of force, arrests, summonses, interactions with suspected criminals, searches, crime in progress calls, investigative actions, encounters with emotionally disturbed persons, and any instances officers deem necessary for documentation.

Cameras must activate immediately before officers exit vehicles to interact with persons or situations, even if dash cameras are present.

Allows officers discretion to disable recording during sensitive encounters (confidential informant contacts, strip searches) or when members of the public request it, though officers may override public requests if they deem recording necessary.

Establishes identical requirements for regional state park police body-worn cameras through the Office of Parks, Recreation and Historic Preservation, with the Attorney General authorized to investigate failures to record required events.
