Prohibits high-volume hydraulic fracturing in New York State, defined as stimulation of a well using 300,000 or more gallons of water as base fluid for all stages in well completion.

Prohibition applies regardless of well orientation (vertical, directional, or horizontal) and includes both fresh and recycled water in the 300,000-gallon threshold calculation.

Also prohibits gelled propane hydraulic fracturing, a process using gelled propane or liquified petroleum gas to fracture geologic formations.

Adds new Title 29 to Article 23 of the Environmental Conservation Law to codify these prohibitions.

Takes effect immediately upon enactment.
